OTHER RULES

Set Procedure

- Game 1 should be a 1-2-1 striking order. After that the winner bans three stages.

- Players will double-blind pick their first characters.

- Stage is counterpicked before character counterpicks. Winner announces their character change before the loser.

- In the case of a nullified game, the winner of the previous non-nullified game will strike, and the loser will counterpick.

Stalling

Stalling is banned and will result in the forfeiture of the current game being played. Stalling is defined as intentionally delaying the game as to make it unplayable. This includes:

- Excessively going under and around a stage for purposes other than recovery, AKA scrooging

- Using infinites to deal more than 150% damage in one combo/chaingrab, or continuing an infinite combo/chaingrab past 300%

- Using invincibility/intangibility glitches, including but not limited to Edge Cancelled Spot Dodges, to remain invincible/intangible for more than 30 seconds at a time.

- Using freeze glitches to freeze you or your opponent's character. This includes, but is not limited to Donkey Kong's cargo throw freeze glitch.

- Stalling does not include planking, nor hanging around in the air, as both of these strategies can be countered.

-During Winners Round 1 & Round 2, players are entitled 15 minutes before the set; after 15 minutes, the player will lose that set.

- After Winners Round 1 & Round 2,  players are entitled 10 minutes between the sets; after 10 minutes, the player will lose that set.


Modified Gentleman's Clause: Only legal stages, 3DS, and Waiting Room may be agreed on by both players.

Lag and Desyncing

- If the players desync, the game will be replayed on the same stage with the same characters. In the case where at least one stock was lost before the desync, both players will start the game with the same number of stocks that they had at the time of the desync. If an argument arises over desyncing, the TO will determine if the game should be nullified. If the TO finds out that one player intentionally throws a game in an attempt to emulate a desync, their opponent advances, regardless of the current score. If there is no replay information, a judgment based on past behavior of both participants will determine advancement.

- If severe lag issues occur, the offending player will play with the graphics tuned to the lowest possible setting.

- If the players still lag, either player may request a speedtest, in which both participants will test their respective connections, the speedtests must be sent to the TO attending the request in private. To be considered valid, this action must be taken before game 2 starts; players have to try and play before requesting a speedtest. If the players play longer than game 1, they both give up to their right to request a speedtest. If a player's result is considered unsuitable for competitive play, they get disqualified. If player connection speed is not the issue, they will have the option to play a game with reduced stocks and time. Depending on how bad it is, they may play with 3 stocks, 7 minutes; 2 stocks, 5 minutes; or 1 stock, 3 minutes.

    - To be considered unsuitable, one of the following must apply:

        - The player has less than 8Mb/s upload AND download speed.

        - The player has less than 2Mb/s upload OR download speed.

        - The player has more than 40 ping.

- If the players desynch twice on one game, it is considered "nullified" and will not count against either player.

        - If the players are unable to successfully connect with each other after three attempts, the player with the better connection advances. To make things simple, we will use speedtest to determine the winner. In this case, it does not matter if both players have a good connection. The better connection will move on, no matter what.

- If the source of the lag is unable to be determined, or if both players lag equally, the player with the higher seed advances.

    - If a set takes longer than 35 minutes (or 55 minutes for a bo5), the TO will personally determine the outcome of the set based on replay information and past tournament results. If this occurs because of lag, the player who has a better connection advances, regardless of the current results of the set. This is a warning to all of you people out there who attempt to compete with a toaster on dial-up connection.

 

Lag Clause Addendum: If a player requests a Lag Clause, the TO's must mediate it and judge it privately. Players will have to send their Speedtests in private to the TO handling the request. If a player refuses to provide a speedtest after a lag clause has been requested under reasonable circumstances twice, then they will be added to the Lag List and must provide one if they wish to participate in future tours. If both players’ speed-tests both pass after a lag clause is called, the TO can request that both players prove they have the downloaded version of SSF2 in use. If the players don't give permission to the TO handling the situation to share the speedtest results publicly and they do, the TO will immediately stop their functions within the tournament and their TO'ers Union membership will be revoked. If they are the owner of a tournament series said series will stop being FCR-supported for a period of time depending on the gravity of the consequences coming from the leak.

Browser Clause

Web version of the game will not be tolerated for this tournament, meaning insta-DQ. Use the install/portable version instead.

MISCELLANEOUS

- If time runs out, the person with the most stocks left wins. If both players have an equal number of stocks, whoever has a lower percentage wins. If the percentage is also equal, play a 1-stock 3 minute match with the same characters on the same stage to determine the winner. Repeat as necessary.

- If the match ends with both characters dying simultaneously when they are each on their last stock, the winner will be determined by the results screen.

- If a player intentionally disconnects from their opponent during a game, it will count as a win for their opponent. The only exception to this rule is if a reset is necessary due to an error during the game's setup (wrong players, characters, stages, stock count, or time limit; hazards and items are not disabled; sudden death/waiting room glitch; etc.).

- If the players unintentionally disconnect, the game is to be replayed with the same characters, stage, and stock counts.

- IF YOU ARE IN TOP 8, YOU MUST SAVE YOUR REPLAYS.

    - All top 8 games that do not have replays are considered "nullified", and must be replayed.

    - There are two exceptions:

       - If one of the players deliberately quits before a replay can be saved, the game will be rewarded to their opponent, regardless of the outcome.

        - If the TO does not catch the players fast enough (if another game has already been played out, for example), the set will proceed as normal.

Colourblind Visibility Clause: Any player may reset the game on the grounds of not being able to see the opponent's character, for example using a dark skin with Stage Backgrounds disabled or the use of the Ghost Ness palette, although it is not limited to these. If this is called, the opposing player must switch the colour choice or forfeit the game. This right is null if the player deals or is dealt damage.

Lockout Clause

If a player(s) has been caught alting or PTCing in the event, the player(s) will be punished unionwide by these standards:

First Offense

The player will be disqualified from the tournament, regardless of their current placement or status (in a set, waiting, etc)

The player will be banned from ALL FCR supported tournaments for 30 days

The player will not gain any FCR points for the tournament in which they committed the offense.

Second Offense

The player will be disqualified from the tournament, regardless of their current placement or status (in a set, waiting, etc)

The player will be banned from ALL FCR supported tournaments for 30 days. If they are caught doing these actions during a ban they are still going through due to Strike 1, another 30 days will be added to their remaining ban time.

The player will lose ALL FCR POINTS THEY HAVE EARNED THUS FAR (including points gained pre-lockout)

Third Offense

The player will be permanently banned unionwide, including the Union Hub Discord.

There is a separate guideline for TOs located in the Lockout Clause document.

Dumbass Addendum

    - Calling a player out on lag on a disrespectful manner, players are able inform their fellow contestants and TO's about a player's internet connection in a respectful manner.

    - Verbally attacking a player for whatever reason making usage of highly disrespectful language.

    - Racism, Sexism and any other kind of discrimination if players in question don't have that kind of relation.

    - Being a dick in general, joking or not.

Conduct outside of events may also be grounds for being barred from future events.

- The TO has the final ruling in all disputes.

Sub Clause: Players cannot sub in to a lower seed. Subbing can only be done in Loser's round one.

Check-in Clause: If a player was previously registered within the bracket and did not check in, they cannot be subbed in under any circumstances.

Scooby Dooby Doo Clause: If the TOs cannot find an opponent because their bracket name does not match their discord name, they will lose the current set that that are in until they identify themselves.
